05.14.2012 CNA General Meeting Minutes

Elections
Due to the low turnout for elections, someone proposed the idea of having the elections coincide with the volunteer appreciation dinner next year.

As there was not a quorum to elect new members, the executive committee appointed members to fill the vacancies left by the departing committee members, as permitted by the bylaws. All members of the executive committee unanimously approved each appointment:

Emily Wilson – Vice President
Denise Wolff – Secretary
Laura Cruzada – Newsletter Editor
Kat Correa – Place 1
Nancy Barnard – Place 2
Steven Moore – Place 3
Place 4 remains vacant

Memberships
Denise has been heading up the membership committee. All renewal notices have been sent out. Denise will e-mail Tim with updates that she receives via e-mail to the membership list. Consider whether or not we want to solicit memberships from homes in the neighborhood not on the membership list.

Neighborhood Watch
Denise has been heading up the neighborhood watch committee. So far she has 5 volunteers for street captains. She is going to contact people on the membership list by street directly to see if they would be willing to be block captains. She recently met with Monte Smith from Brentwood about Neighborhood Watch signs. She recently met with Mary Arnett and Laura DiCarlo for training info. She may ask party hosts for the Neighborhood Night Out if they would be willing to have an e-mail sign in sheet for guests.

Tim mentioned that neighbors.whitepages.com shows satellite views of the neighborhoods with names and phone numbers on the houses nearby.

Committees
Deanna proposed a new way of conducting business by breaking the business into topics and having committees conduct the business outside of the general meeting. The details of the proposal are included:


Guidelines for CNA Committees and Meetings

In order to maximize the efficiency meetings and increase opportunities for neighbors to participate in CNA, the following meeting, and committee guidelines are recommended
• CNA monthly meetings will be primarily business meetings. Speakers and other programs will only be hosted when there is a specific need to bring the whole neighborhood together. The standard agenda for CNA monthly meetings will be
o Opening remarks from the President
o Vice President comments (optional)
o Secretary report on correspondence (if needed)
o Treasurers report
o Newsletter Editor report
o Committee reports
o Other old business
o New business
• Programs, events, projects, and speakers of interest/benefit to the neighborhood will generally be coordinated by committees.
o Programs, Events, Projects, and Speakers (PEPS) will be scheduled by committees at times and places that seem most appropriate
o PEPS will be promoted in the CNA newsletter, on the CNA website, in the Crestview Shopping Center display case, email list serve, and all other media outlets appropriate and reasonably accessible.
o Budgets for PEPS must be approved by the Executive Council

• Committees guidelines
o Committees may be formed at any time with approval of the executive Council
o Committees will make their best effort to plan all PEPS and committee meetings with sufficient lead time that they can be publicized the in the CNA newsletter
o All committee meetings and PEPS will be open to all Crestview residents, unless a special exemption is granted by the Executive Council.
o All committees will provide a report at every CNA monthly meeting
o Committees can be dissolved by request of the committee and approval of the Executive Council during a regular CNA monthly business meeting
o Committees can be dissolved by the Executive Council during a regular CNA monthly business meeting
o The Secretary shall maintain a list of all committees and their primary point of contact. This information will also be published in the CNA newsletter and on the CNA website.
There was a unanimous vote to try out the new guidelines for committees and amend them as necessary in the future if they are not productive or people do not feel they have input into the process.

Ice Cream Social
The ice cream social will be on July15th from 11-1pm. Emily and Denise will be the “ice cream social” committee, and Emily will be the point of contact. Don can lend his pavilion to the association for the event.

Traffic Calming
3-4 weeks ago Deanna was contacted by George Jackson, the project manager, to be informed that due to budget and reorganization issues that the islands would not be going in on a specific schedule, but should be done sometime in 2013. Steven Moore started calling city council about it and now work is scheduled to start in 3 weeks!
